Had to fix some issues people were running into during NG+

Below are issues that were tested and confirmed fixed:

• Inverted Annie no longer softlocks cutscenes
• Inverted Annie also should now despawn correctly when swapping to Emil during cutscenes
• Visiting Issa when Emil is alone should no longer cause a hard locked
